Jasmin recommends the setting to match the goal and builds the agenda accordingly: working phases in small groups, sharpening in the plenary, and at the end a fixed block in which owners and deadlines go up on the wall. Neutral facilitation lets the team think freely
When the head of department runs their own offsite, they get agreement instead of truth.
